A friend sent me a link to an article published in the US and forwarded by his friend. The topic was the Canadian government’s request for procurement of ‘Programmable Hydraulic Guillotines’. When this became known, it detonated a number of individuals, (rightly so) suspicious of our government’s good intentions towards its citizens.
Here is the article: Canadian government publishes bid request for “Programmable Hydraulic Guillotines” needed “in support of Canada’s response to COVID-19”. It has juxtaposed two quotes that seem to imply that the guillotines are being used to fight, well, dissidents seem to be the only target because the viruses are too small.
I’ll describe how I researched this issue. It took 10-15 minutes at most. It is taking 10 times that to write it up. First I found the actual government document on Buyandsell.ca. It is Programmable Hydraulic Guillotines (45045-190091/A).
Second, I did a search on the device name to find out what it is used for. It is used in cutting and trimming thick piles of paper by printers. Reading the RFP, the specified need is:
Statistics Canada (STATCAN) has a requirement for the purchase, delivery, off-loading and commissioning of 2 new Programmable Fully Hydraulic Guillotines (hereinafter referred to as Guillotines), including all the related accessories necessary to fulfill the present Requirement as well as hands-on training for its designated operators located in the National Capital Region (NCR).
Stats Canada publishes a lot of information so they probably don’t want the machines to behead dissidents. But we can learn more. A tender for this was awarded to a Vancouver Company called Sydney R Stone & Co Limited: Programmable Hydraulic Guillotines (45045-190091/001/PD).
The next question is, is this a CIA front company? If we look at the company’s product page, Cutters, Trimmers, Slitters, we find our guillotine. The company is likely legitimate.
There’s still an outstanding question, however. The original RFP had a yellow box at the top stating: “The Government of Canada needs products and services in support of Canada’s response to COVID-19.” The yellow box raised a red flag for me. I decided to see what an RFP for a manure spreader looked like. It has the same yellow box: Manure Spreader.
Apparently manure spreaders are being used to fight the virus too, which makes sense given the volume of the material flowing out of health authorities.

It seems to get dirtier and deeper each day; how do we fight this. A ‘guillotine’ and internment centers?

I have actually seen a paper cutting guillotine in action. The one I saw was cutting piles of newly printed telephone message papers into pads. The most interesting thing was that to activate the machine, the operator had to simultaneosly press two buttons, both of which required the operator to stretch his or her arms out full length. This was to ensure that the operator’s fingers were not near the cutting head. That was at the Queen’s Printer facility in Gatineau and as everybody knows, the paper work that would be involved in an operator befingering himself (Is that a real word? I sort of just made it up) would be so onerous that it made sense to be careful and safe.
