ID systems are an old problem. All governments that administer tax collection and other public services, such as social entitlement programs, require some form of personal ID to enable control of the service and associated finances. Traditional forms of ID have included birth certificates, social security numbers, drivers licences, and so on.

A single universal ID would make economic, administrative and operational sense.
