While your parliament has been shut down, your government has been busy creating new statutes, modifying existing ones and making (patronage) appointments without telling you, bypassing parliament in the process. They have done this by passing 50 orders-in-council (OIC) during these two weeks.
I am planning to do a release at the end of each week of the orders for the week. This is the inaugural release and covers the last two weeks. I had planned on covering the last month but the boys and girls have been busy and the volume for the recent period is considerable.
Using the first order below, the key entries are as follows:
PC Number. This is the number of the OICs starting at the beginning of the year.
Date. This is the date the OIC went into law.
Dept. This is the organizational entity (department) that originated the OIC. Not all orders must originate with the Prime Minister (shown as PMO).
Act. This may identify the area that the OIC applies to.

United States Surtax Order (Steel and Aluminum 2025)
Precis
UNITED STATES SURTAX ORDER (STEEL AND ALUMINUM 2025) in order to establish a 25% surtax on steel and aluminum imported from the U.S. and other products, covering a total of $29.8 billion in annual imports.
OICs 2025-0447 and 2025-0446 amend the carbon tax on fossil fuels but do not show the actual amendment.
Orders 2025-0405 to 2025-0445 (41 in total) all deal with changes to ministers’ duties and portfolio associated with the new Carney government.
Orders 2025-0400 to 2025-0404 deal with matters from other departments.
Order 2025-0399 amends banking regulations to place a

As may be seen, there is much mundane business conducted by OIC that would be a waste of parliament’s time. However, some may be of general interest such as the change to the banking regulations. Others such as the implementation of tariffs are extremely important, affecting all Canadians to possibly a large degree.
