I am beginning this episode after the close of the G7 meeting held here in Alberta. Funny that Zelensky, the illegitimate head of Ukraine, was able to walk in and chat. I guess it was worth it because Carney consequently flushed another $4.3 billion of taxpayer money down the Ukraine toilet, the Epoch Times reported: Carney Pledges $4.3B for Ukraine, Announces New Sanctions on Russia at G7 Summit.

Canada will also provide Ukraine with a $2.3 billion loan aimed at helping Ukraine rebuild its infrastructure and public systems, the PMO said. The loan is to be repaid using interest collected on Russian assets frozen in Europe.
This is stolen money and the thieves will likely be held accountable in the not too distant future. The whole Canadian position, which is similar to our European NATO allies, is delusional and full of false hoods, not the least of which is that Ukraine will win this conflict. But this is a long story that is outside the scope of Carney and what he is doing.

- His core ideology is the net-zero paradigm.
- He is a free spender and money printer.
New Legislation: Bill C-5
A downloadable PDF file is available. This bill has two part, each with its own name. The first is the Free Trade and Labour Mobility in Canada Act . The second is the Building Canada Act. Emphasis in quotations are mine. In reading this document, the ‘Governor in Council’ refers to the Governor General (GG).
Of the first Act,
The purpose of this Act is to promote free trade and labour mobility by removing federal barriers to the interprovincial movement of goods and provision of services and to the movement of labour within Canada while continuing to protect the health, safety and security of Canadians, their social and economic well-being and the environment.
No alarm bells went off with this act. The second Act, however, is highly problematic.
Of the second act,
The purpose of this Act is to enhance Canada’s prosperity, national security, economic security, national defence and national autonomy by ensuring that projects that are in the national interest are advanced through an accelerated process that enhances regulatory certainty and investor confidence, while protecting the environment and respecting the rights of Indigenous peoples.
In the preamble to the second act, it is stated:
Whereas the Government of Canada is committed to respecting the rights of Indigenous peoples … set out in the United Nations Declaration on the Rights of Indigenous Peoples;
To cede rights to a global authority undermines our national sovereignty. Any “rights” assigned by the UN may be included in our legislation after review by parliament. The reference is therefore unnecessary.
The first big problem comes on page 15 with the section titled “National Interest Projects” (NIP). All such projects are listed in Schedule 1 of the Bill. There are none. Reading further in this section, we find that the sole authorization for the definition of a NIP rests with the appropriate cabinet minister. The GG must approve such but this is a formality since the GG is chosen by the PM.
The NIP Project Document
A project is formally defined by a project document as outlined in section 7(1). In general, a document contains a list of all actions authorized* for the project’s execution:
7 (1) The Minister must issue to the proponent of a national interest project a document that is deemed to be each authorization* that is specified in the document in respect of the project.
The Minister for a project has control over what, if any, document may be released to the public. This would appear to abrogate the Freedom of Information Act:
(7) The Statutory Instruments Act does not apply to the document … (8) The document, including any amendments to it, must be made available to the public in the manner determined by the Minister.
Overriding Other Acts of Parliament
The real power of the Act appears in paragraph 22 under the section”Regulations“.
22 The Governor in Council may, on the recommendation of the minister responsible for an enactment*, make regulations
(a) exempting one or more national interest projects from the application of any provision of that enactment or any provision of regulations made under that enactment; and
(b) varying the application of any provision referred to in paragraph (a) in relation to one or more national interest projects.
This gives the NIP the power to ignore or modify provisions in and Act or regulation listed in Schedule 2.
Comment
Why would you want to ignore the Migratory Birds Convention Act, as listed in Schedule 2? Maybe if you want to build a string of wind turbines on a migration flight path as Ontario has done.
What about the Canadian Environmental Protection Act, or the Species at Risk Act? Maybe if you want to award a contract to Brookfield to build 100,000 modular homes in an area protected such that no one else can build there?
Acts of Parliament are a feature of democracy working. Each act in place has gone through an often rigorousness process of examination and modification. It is extremely dangerous to give a few people the power to change these Acts at will.
Bill C-5 is constructed to minimize public scrutiny. This also is dangerous, leaving open the possibility of of massive corruption.
It is interesting to note that the Nuclear Safety and Control Act is taken into consideration which suggests that the government has in mind a nuclear component to their national energy strategy.
*Definitions
Although in the document of the Act, two definitiions are crictical because they areused throughout.
authorization means, in respect of a national interest project, an approval or other decision, or a permit, licence, regulation or other document or instrument, that is required, by a provision of an enactment or, if a portion of an enactment is listed in column 2 of Part 1 or Part 2 of Schedule 2, by that portion of the enactment, to permit the project to be carried out, in whole or in part.
enactment means an Act of Parliament listed in column 1 of Part 1 of Schedule 2 or a regulation listed in column 1 of Part 2 of that Schedule.
In other words, when a NIP encounters a requirement under another Act or regulation, the authorization is a permission to change or ignore the requirement as necessary for the NIP to proceed. It is a contravention of the other Act.
Our Government at Work
Ryan and Tanya, hosts of the YouTube channel Northern Perspective (NP), produced a video of Bill C-5 going through the committee process. You can watch our parliamentary process at work as Bill C-5 is amended to remove the dangerous parts (14:58 minutes). NP reveals the Liberal strategy behind this bill and the brilliant Conservative strategy to counteract it.
As NP predicted, the bill passed 2 readings in the House and was then sent to the Transportation Committed for review. The result of the review is discussed in the next video by NP (14:25 minutes).
The amended bill, with the power grab removed, was sent back to the House where it passed on third reading with the critical amendments intact. This is a beautiful example of democratic government at work in Canada.
