How to Read the Data

The data is found in the Orders In Council – Search database. The search tool can retrieve thee following key fields among others:

  • PC Number. This is the number of the OICs starting at the beginning of the year.
  • Date Made. This is the date the OIC went into law.
  • Dept. This is the organizational entity (department) that originated the OIC. Not all orders must originate with the Prime Minister (shown as PMO).
  • Act. This may identify the area that the OIC applies to.
  • Subject. This shows the type of action that the OIC will perform.
  • Precis. This is a short summary of what the OIC will do.

I will provide the PC Number which contains an active link to the actual OIC, and a precis of the OIC. A reader desiring the data points that I have omitted can search the database themselves using the search tool.

  • 2025-0499. Appointment of those Cabinet Ministers who may act for the Prime Minister if he is unable to do so, as well as Acting Ministers for all the statutory portfolios.
  • 2025-0498. Order nominating the members of the King’s Privy Council for Canada who, in addition to the President of the Treasury Board and the Minister of Finance, are to constitute the TREASURY BOARD; (2) declaring that three members of the Treasury Board constitute a quorum; and (3) directing the Minister of Finance to act as Vice Chair.
  • 2025-0497. Order appointing the Honourable STEVEN GARRETT MACKINNON and the Honourable RACHEL BENDAYAN, members of the King’s Privy Council for Canada, to be members of the Board of Internal Economy of the House of Commons.

  • 2025-0463. UNITED STATES SURTAX ORDER (MOTOR VEHICLES 2025) in order to establish reciprocal surtaxes of 25% on passenger vehicles and certain trucks that originate in the United States in accordance with the Determination of Country of Origin for the purpose of Marking Goods Regulations, covering approximately a total of $35.6 billion in annual imports.
  • 2025-0462. Order directing that a SPECIAL WARRANT be prepared authorizing the payment of certain sums out of the Consolidated Revenue Fund which are urgently required for the public good, for the period covering April 1, 2025 up to and including May 15, 2025.

Summary

OICs 2025-0468 to 2025-0499 are all orders setting up the new cabinet and government, transferring responsibilities and powers as appropriate.

OIC 2025-0467 is a standard supply order providing the funds for government’s operation for May 16, 2025 up to and including June 29. OIC 2025-0462 is similar for the previous period.

OICs 2025-0463 to 2025-0467 deal with surtax amendment associated with the tariff battle with the US.
