Yesterday, Russia reported two terrorist attacks on its territory. The first, an attack on Orthodox and Jewish places of worship in the Republic of Dagestan, was committed by an unidentified terrorist organization: Death Toll In Dagestan Terror Attack Rises To 20 Killed, Russians Fear More To Come.

The second was an attack on swimmers on a beach in Crimea. As reported in ZeroHedge (Children Among Mass Casualties After US-Supplied Missile Targets Crowded Crimean Beach), an ATACM missile with a cluster munition warhead was used.

The Convention on Cluster Munitions prohibits all use, production, transfer and stockpiling of cluster munitions. More than 100 states have signed it but not the US. One of the early escalations by the US in the conflict was to ship cluster 155mm howitzer shells to the Ukrainian army. The story was that they had run out of regular 155mm shells to send and were using up old stockpiles. This may be true but here’s the important point.

The ATACM is a modern ballistic missile. One option is to equip it with a cluster munition warhead. This is an antipersonnel weapon so using it on the beach in Crimea was intended to cause maximal civilian casualties. This was a terrorist attack. As many sources have noted, the Ukrainians must rely on the US for intelligence, targeting information and programming. Whatever the Ukrainian involvement might have been, the attack had to have direct US military involvement.

This should be used to brand the US as a terrorist state.

It is interesting to note that CNN, the government news network, attributes the mass casualties to “missile fragments scattered over beachgoers during a Ukrainian strike” (At least 5 dead after missile fragments scatter over beachgoers in Russian-occupied Crimea). The implication is that people were accidentally killed by fragments of the missile rather than the bomblets dispersed by the strike.
